POTTER TOWNSHIP

BOARD OF SUPERVISORS

MEETING AUGUST 12, 2002

 

 

The second monthly meeting of the Potter Township Board of Supervisors was held Monday August 12, 2002 in the Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman, Richard Poorman and Tom Sharer present.  Also attending were Solicitor Robert Rayman and Secretary, Brenda Burd.

 

Chairman Zerby called the meeting to order at 7:00 P.M.

 

On a motion by Paul, seconded by Bob C. to approve the minutes from August 5, 2002 and the Financial Statements, vote carried unanimously with the following correction:

To the Old Business motion by Rich, seconded by Bob C., to draft ordinance and zoning changes needed to modify the residential district in the Old Fort area along Rt. 45 and 144, add that the vote carried with Tom opposing and Monty abstaining.

 

On a motion by Paul, seconded by Rich, to appoint Brenda Burd as Secretary/Treasurer until the end of the year, vote carried unanimously.

 

Citizens Concerns – None.

 

Planning Commission Report – given by Allan Darr

·        Shaner Complex update.

·        Penns Manor update by letter from Tom Songer who asked that Potter Township give consideration to better defining ordinances for condos & duplexes.

·        Land Use Study by the County was presented to the Planning Commission and Allan briefed the Supervisors.  The maps are well done but the data is not up to date.

·        Storage Building at #1 Cycle Center loophole in impervious surface issues discussed. 

·        Allan asked for clarification of motion passed at last meeting.  Discussion followed on looking at water quality, well heads and land use. 

 

Zoning Officer’s Report

·        Jeff McClellan presented Permit Reports for June and July 2002.

 

Subdivisions - None.

 

Old Business – None.  

 

 


 

 

 

 

Solicitor’s Report

·        Checked lot adjoining Township and it is ok.

·        Rallis driveway hearing was appealed to court last week.

·        Kissinger airport appeal is in the Commonwealth Court.

·        Zoning changes – duplex and impervious surfaces – no impact business in residential district needs addressed.

·        Emory Subdivision – County said they need to comply with current regulations.

·        Phil Robbins is supposed to call Bob R. back to discuss the Land Studies.

 

Secretary’s Report

·        Presented bills to be paid list for approval.

 

Correspondence

  • Clearwater Conservancy Municipal Survey presented to be completed.
  • Centre County Solid Waste Authority recyclables report for July 2002.
  • Gregg Twp invitation for Workshop on proposed Rural Historic District for Penns Valley, corrects the meeting day.

 

Road Superintendent’s Report

  • Heard from the Newsletter company – will send us a packet and contract.
  • Received the yearly County Liquid Fuel Program application. Due October 4, 2002.

 

New Business

  • Tom inquired if a letter was sent to PSU–Paul responded that he just signed it 8/12/02.
  • Allan Darr brought up the Gregg Township Historic District meeting Wed. 8/14/02.
  • Country Club Park resident complained about the stones placed on the top dirt area between the turns for the contractor to use.  Heavy rains washed the stones to the bottom, left a big bump at the bottom and a deep gully in the road.  Budd will ask Contractor to scrape up stones.

 

Open Discussion

  • Monty received statement from Centre Hall Borough for Fire Co. payment.

 

Adjourn

  • At 8:00 P.M. on a motion by Chairman Zerby, seconded by Bob C. to adjourn the meeting.  Vote carried unanimously.  Meeting adjourned.
