POTTER TOWNSHIP

BOARD OF SUPERVISORS

MEETING JUNE 10, 2002

 

 

The second monthly meeting of the Potter Township Board of Supervisors was held on Monday June 10, 2002 in the Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman and Richard Poorman present.  Tom Sharer was absent.  Also attending were Solicitor, Robert Rayman and Temporary Secretary, Budd Brooks.

 

Chairman Zerby called the meeting to order at 7:00 P.M.

 

Minutes from June 3, 2002 and Financial Report for May 2002, on a motion by Bob C. to approve and seconded by Rich P., motion carried unanimously.

 

Chairman Zerby also noted Executive Session for Personnel was held after the June 3, 2002 meeting.

 

CITIZENS CONCERN

·        Paul Sampsell and other area residents expressed concerns about Tusseyville-Neff Subdivision-drainage problems. Supervisors agreed to bring in alternate engineer to review the situation.

 

PLANNING COMMISSION REPORT

·        Amy Grove reported Minor Subdivision Component 1 Plan for Harbison Tract, signed off by Allan Darr.

 

ZONING OFFICER REPORT

·        Jeff McClellan turned in his report for the month of May 2002.

 

SUBDIVISION

·        Audie Osgood with Sweetland Engineering presented Component I Planning Module for Harbison Tract for signing.  On a motion to sign from Monty and seconded by Rich vote carried unanimously.

 

OLD BUSINESS

·        Fred Stover discussed Tornatore’s subdivision.

·        Bill Tobin discussed the Park-n-Ride lease agreements.

·        Resolution #9-2002, speed limit signs for Decker Valley Road at 25 m.p.h. and Lake Road at 35 m.p.h. On  a motion to approve by Bob C and seconded by Monty vote carried unanimously.

·        Resolution #10-2002, Pa Pizza Liquor License Transfer- on a motion to deny by Monty and seconded by Paul vote carried unanimously.

 

 

SOLICITOR’S REPORT

·        Rallis appeal hearing scheduled Monday July 1, 2002.

·        PSU land-have not received any comment or letter.

·        Kissinger’s airstrip case in our favor.  They have 30 days to appeal.

·        Earned Income Tax payer problem.  Supervisors approved to pursue.

 

SECRETARY’S REPORT

·        Country Club Park accounts are up to date.

·        Tax Collectors would like a resolution to collect fee for returned checks.  On a motion by Bob C. and seconded by Monty, vote carried unanimously.

·        Letter from Powers & Schram Inc-Traffic Control Plan for Route 45 & 144 intersection during Snappy’s Development.  Supervisor’s approval to send letter with our conditions.

·        Letter to Centre Hall Boro - Monty explained what we need to send for the Centre Hall Fire Police to work in the Township.  On a motion to send letter by Paul, seconded by Bob C., vote carried unanimously.

 

CORRESPONDENCE

·    Spring Creek Watershed

 

ROAD SUPERINTENDENT REPORT

·    Water problems at Nittany Baptist Church and the detention pond at Neff Estates were looked at with Ken Szala from Innovative Consulting Group.  Mr. Szala is going to send letter to church on resolving problem.

·    Lower George’s Valley Bridge work will begin later this week.

 

NEW BUSINESS

·        Tom Knepp, Tom Khulman and Garth Benton discussed possible changes on Mountain View Estates. Asked for Supervisor’s comments. 

·        Supervisor’s agreeing to joint work session on June 20, 2002 at 7:00 p.m. with the Planning Commission at the Township Building #2, to review all zoning changes throughout the Township.

 

OPEN DISCUSSION

·        Amy Grove wanted information on Country Club Park Sewage Plant.

 

ADJOURN

·        At 8:20 p.m. on a motion by Paul, seconded by Rich, to adjourn meeting.  Vote carried unanimously.  Meeting adjourned.
