BOARD OF SUPERVISORS
MEETING
The second monthly meeting of the Potter Township Board of
Supervisors was held
Chairman Zerby called the meeting to order at
Minutes of May 6, 2002 meeting, were approved subject to corrections as follows, motion by Tom and seconded by Paul, motion carried unanimously.
· Under Road Superintendent report –Bids for Flashing Lights motion rather than motioned.
· Secretary Report – vote carried rather than vote was.
Chairman Zerby reported that the Supervisors held an executive meeting at the end of
CITIZENS CONCERNS
None
PLANNING COMMISSION REPORT by Sandra Rishel
· Egg Hill Estates Planning Module Approved and Signed.
· Preliminary Final Plan for Egg Hill Estates, conditionally approved with one signature.
ZONING OFFICER REPORT
· Presented building permits report for April.
· Discussed common driveways in developments.
· Tom asked Jeff for his interpretation on the proposed Ag Ordinance.
SUBDIVISIONS
· Tommy Songer – presented plans for Penns Manor Community Centre for Supervisors comments.
· Stan Wallace from Dana Boob Engineering, presented component 2 planning module for East Egg Hill Estates. On a motion by Tom to sign, seconded by Paul, motion carried unanimously.
· Stan Wallace also presented preliminary final plan for East Egg Hill Estates for approval, on a motion by Paul, to conditionally approve upon receiving Penn Dot Occupancy Permit, seconded by Bob C., motion carried unanimously. Allan Darr for Planning Commission and Township Secretary will then sign plan.

Audie Osgood from Sweetland Engineering presented
Planning Module for Harbison Tract. He
was told to attend Planning Commission meeting for signatures. Then return to Supervisors meeting.
OLD BUSINESS
· Mark Rupert discussed 537 plans for Country Club Park. Updates needed at sewer plant till end of year. Blower replacement, commutator and replace drops into digester, will get costs on these improvements. Discussion on drops into aerator, Poorman’s Welding mounted the 2 ½” piping for air lines, rest of the hookup is Marks responsibility. Chairman Zerby told him that it needs to be completed by the end of the week. Mark asked permission to employ Chris Boob as a third person with the cost remaining the same. Supervisors gave their approval.

Planning Commission is having a work session,

Tom S. and a member from C.O.S.T.S., C.C.A.R.E.
and the Planning Commission will meet on
· Ordinance# 2-2002, To Clarify the Language of the Agricultural District, on a motion by Bob C. that we adopt, seconded by Monty, motion carried unanimously.
SOLICITOR’S REPORT
· No response from Centre Hall American Legion in regards to letter concerning Snappy’s Route 45 intersection, will follow up with Ron Horner.
· Will draft Resolutions for May 23, 2002 meeting for liquor license transfer.
· Earned Income Tax Collector has a problem with a tax payer. Supervisors gave approval to pursue the problem.
· Was a discussion on the Meadows status as nonconforming use.
·
Appeal letter for a
· Bob R. feels a need to address a subdivision land development ordinance.
· Bill Tobin with regards to Park-n-Ride, presented revised lease agreement. Still needs revisions.

ROAD SUPERINTENDENTS REPORT

· Present proposal for Tel-Power to install Flashing Warning Lights on Route 322 at Route 144 intersection, for $3740.00. On a motion by Bob C. to accept proposal, second by Tom, motion carried unanimously.
NEW BUSINESS
None
OPEN DISCUSSION
· Ann Glaser discussed that there were no special meetings on link on the web page for special meetings. It was decided to delete that link.
· Craig Weidensaul discussed the Park-n-Ride and who had final decision on location.
· Tom Sharer discussed designing newsletter.
