BOARD OF SUPERVISORS
Minutes of April 8, 2002
The second monthly meeting of the Potter Township Board of Supervisors was held Monday, April 8, 2002 in Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman, Richard Poorman and Tom Sharer present. Also attending were Solicitor, Bob Rayman, Temporary Secretary, Budd Brooks.
Chairman Zerby called the meeting to order at 7:00 P.M.
The minutes of the March 11, 2002, meeting were approved upon a motion by Tom and a second by Rich, which carried unanimously.
The minutes of the April 1, 2002, were approved subject to corrections as follows upon a motion by Tom S and a second by Rich which carried unanimously.
· Wording “Road Superintendent” sign rather than I signed,
· Tom S – land sale was not in our township.
· DCED rather than DCEP
CITIZENS CONCERNS
· Cathy Murphy, representing C.O.S.T.S, presented the Supervisors with a copy of a letter from Harris Township to the SCCCTS office regarding their position on the land transportation corridors, hoping together to construct a response to the letter.
· Discussion about CCP Water Treatment Facility bids 3/11/02. On a motion by Paul, seconded by Bob C. we accept the low bid pending needed financing. The motion carried unanimously.
PLANNING COMMISSION REPORT by Sandra Rishel
· East Egg Hill Sub Division Plan and Planning module were presented and tabled for lack of a signature and other conditions.
· Also reviewed the Ag Security Area, proposed to consolidate.
· Reviewed the Shunk minor sub-division plan with no comments.
· Also approved the Planning Commission Annual 2001 report, and presented it to the Supervisors.
ZONING OFFICER’S REPORT
· Jeff presented building permits report for March 2002. Tom asked about getting reports to Planning Commission.
· Discussion about residential district setbacks.
· Discussion about lot sizes for hobby horses need reviewed. Jeff will write changes and present to Planning Commission for review.
SUBDIVISIONS
· Stan Wallace from Dana Boob Engineering. He wanted Supervisor comments on East Egg Hills estates. They referred him back to planning commission before presenting plans to Supervisors.
OLD BUSINESS
None
SOLICITOR’S REPORT
· Passed out to Supervisors proposed ordinance regarding the transfer of liquor license for review and comments.
· Public Hearing on the Brody Liquor License Thursday and will have a written opinion done after the hearing for a briefing on how we came up with that decision for review.
· Hanover has reached a settlement on their tax assessment.
· Budd had sent a letter about a non permitted driveway on Gregg Station Road. Bob R. would like to send an enforcement letter, and then, if necessary, take before a magistrate to put the Township on record. Bob made a motion which was seconded by Monty and the vote carried unanimously.
· Discussion about what liquor license Homan’s are requesting.
SECRETARY’S REPORT
· Ag Security map was made available if anyone wanted to review it. The next step would be to have a public hearing by the Ag Security Review Board and take any comments. As there was no urgency let Ag Security Review Board schedule their own meeting and proceed afterwards. Question from floor (Sandra) relative to Public Hearing being advertised and published before meeting. Bob R. responded Ag Security Review Board would have to be the one to arrange the advertising and scheduling.
· Snappy’s route 45 entrance. Last meeting discussed about sending a letter to the Legion about safety concerns at Rt. 45 entrance to Snappy’s After further discussion about the solution, Bob R. will draft a letter to Legion and a copy to Snappy’s engineer.
· County Municipal Responses to two minor subdivisions – Harbison Teaster-Kettle and Shunk/Egg Hill – no comments made.
· Sign county response letter with no comments motion was made by Rich and seconded by Paul. The motion passed unanimously.
CORRESPONDENCE
· Update on Park and Ride by Bill Tobin
· Centre County Planning Office - Comprehensive Plan update.
ROAD SUPERINTENDENT REPORT
· May 6 meeting we will open bids on 322/144 flashing lights. The information was dropped off yesterday. Budd will advertise for bid.
· Paving should begin in two weeks if the weather is decent. There are a couple of pieces to be added to it, Williams Road from route 45 to the top of the hill, that will take in 2000 feet, 440 ton. Goodhart Road from Red Mill intersection up over the hill – 300 feet, that keeps washing out and the recycling bin pad and that will use up the rest of the paving budget.
· Discussed the recycling bins are being used.
· Right now taking trees out on Weaver Road.
· Tayor Hill Road there had been a discussion to remove the bank for visibility at Lingle Road intersection. Tuesday, the owner mentioned that neighbors did not want bank removed because they are afraid traffic will go too fast, and owner did not want to upset the neighbors. Budd will follow up with a letter to property owner.
NEW BUSINESS
· No new business.
OPEN DISCUSSION
· Tom S. brought up about Lynn Auman wanted to get together about MPO in Penns Valley Area - looking at 4/29. No correspondence as of yet. Discussion on a representative for Potter Twp, and budgeting for MPO in 2003.
ADJOURN
At 8:14 P.M. Chairman Zerby recessed the meeting for Personnel. The meeting reconvened at 8:45 and was adjourned.
