CITIZENS CONCERNS
· John Smith questioned if there was a place to take brush other than pick-up? Budd said no, but there will be a fall brush collection. Will sewer situation be addressed again for Potters Mills. The SEO monitors the on lot management in Potters Mills. He also asked about water runoff from property to property, if there was anything the township could do or pursue as a legal matter. Suggested talking to neighbor and showing pictures of situation. This would be a private legal matter.

Mark Ralson asked on behalf of Spring Creek
Watershed about a water level recorder in a monitoring well at Country Club
Park on John Shillings property. It was
noted that this property does not belong to
· Mark Rupert discussed Poorman Welding’s delay to repair air header CC Park sewer plant. If cannot be resolved in a timely manner will go elsewhere. Supervisor questioned if there were any commitments to DEP that we had opened within a time frame. Decided to review DEP commitments. In response to a question if Mark had enough time to do things that need to be done at plant, he indicated that he did not think that there was anything he couldn’t handle at this time. He indicated next month he would be prepared to discuss the time frames on DEP commitments on the Sewer Plant.
· Patrick Powers from Powers and Schramm at meeting to discuss the misunderstanding of entrances to Snappy’s. He addressed the problem of cut throughs to avoid the traffic light and people pulling through two lane traffic to enter Snappy’s from Route 45. The problem with moving the Rout 45 entrance West is Snappy’s do not lease any additional property to possibly line up with the bank entrance. He asked for suggestions and possibly a letter to the American Legion to help solve the problem. He will also bring the issue to the Planning Commission April 2.
OLD BUSINESS

SECRETARY REPORT
· Ag security area has been reviewed by the review board and recommended combining Ag areas 1 and 2. The Ag area will be reviewed by the Township Planning Commission on April 2 then submitted to the Supervisors for review on April 8. After all comments are received it will go to a public hearing.
· The Township insurance renewal was presented to supervisors with two quotes. Our present carrier, Kilmer Agency $15,5444, and the Hartman Agency $17,463. On a motion by Bob C., seconded by Monty we stay with Kilmer Ins. The vote carried unanimously.

Asked Supervisors for signatures on
· Presented Supervisors with a letter from Brian Auman.
1. Budd asked for signature from Chairman on land use planning grant. On a motion by Bob C., seconded by Paul we sign the grant paperwork for our share of funding for Phase II. Vote carried unanimous.
2. Budd asked for a vote closing out the funding grant with DCED. Motion by Bob C., seconded by Paul to close out grant. Rich voted in favor of closing grant. Tom and Monty opposed. Vote carried.
3. Brian Auman would like a project evaluation from the board and feedback from the board or individual board members.
ROAD SUPERINTENDENT
REPORT
· The Road Superintendent signed the application today for permit of flashing warning lights on route 322 at 144 intersection. Bid package will be dropped off soon and it will then be bid.
· I request CC Park water system bids be tabled until next meeting. I am waiting for more information.

1. Read thank you letter from Penns and
2. Letter from PV Teener League requesting donation. It was decided it was not in 2002 Budget
3. Presented CC Solid Waste Report for March.
4. Presented update from Spring Creek Watershed Commission.
5. Presented letter from Wanda Guenot CC Association of Township officials, for input on resolution of 01-19.
NEW BUSINESS
· Motion by Bob C., seconded by Monty to send a letter to Mr. Kuhlman regarding his involvement with the Meadows Sewer Connection to CHPSA. Vote carried unanimously.
OPEN DISCUSSION
· TOM S, Discussed the situation with the Brody’s liquor license hearing. He feels that future conditional use hearings could be delegated to the Planning Commission at some point down the road. MPC says that Supervisors may delegate to Planning Commission
· MONTY, Info purposes only, wanted to know if twp would be willing to donate to elementary kids at the CH Potter School to buy bicycle helmets. Think about it because it may come up at a later date.

TOM S,
· Ann Glaser, SCCCTS meeting held on 4/22-23 is having a meeting regarding all different alignments that have been proposed. Direction from Township what opinion as a representative I should be giving based upon surveys, or whatever, or should I say nothing? What are the priorities and how should I represent them? Minimum impact possible and why two roads was the main response. Supervisors would have more input for her at next meeting.
