BOARD OF SUPERVISORS

Minutes of March 11, 2002

 

The second monthly meeting of the Potter Township Board of Supervisors was held Monday, March 11, 2002 in Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman, Richard Poorman and Tom Sharer present.  Also attending were Solicitor, Bob Rayman, Temporary Secretary, Budd Brooks and Temporary Office/Clerical Staff Carol DeArmitt.

 

Chairman Zerby called the meeting to order at 7:01 p.m.

 

On a motion by Paul, seconded by Bob C., we accept the minutes of the March 4, 2002 meeting with the following correction:  The meeting was adjourned at 9:15 pm after the executive session. Vote carried unanimously.

 

CITIZENS CONCERNS

Mike Clitherow asked the Supervisors what their reasoning was for not continuing with Phase III of the LandStudies project.  The majority of supervisors felt based information received to date and funds expended it was not in the best interest of the township to proceed further with the project. It was agreed to obtain the results of survey and post on the website.     

 

OPENING OF COUNTRY CLUB PARK WATER SYSTEM BIDS

On a motion by Bob C., seconded by Paul we table this until we meet with the engineer to discuss the specifications in more detail.  Vote carried unanimously.                     

 

PLANNING COMMISSION REPORT

  • A draft of the minutes from the March 5, 2002 Planning Commission meeting was presented to the Supervisors.
  • A letter, from the Planning Commission, was presented to the Supervisors to be forwarded to the Spring Benner Walker Joint Authority supporting their proposal to extend sewer service on the north side of Centre Hall Mountain.
  • The Planning Commission went over the Shunk subdivision and there was a Component I Planning Module that was signed by Garth Brown.  There is a three acre lot being split off.
  • The Planning Commission referred Fred Tornatore to the Zoning Officer with questions about his parcel of land.
  • The Planning Commission approved a Component I Planning Module for the Weidensaul subdivision.  It was already approved by Chuck Herr.
  • Pellegrini Engineers had raised questions about storm water runoff on lot 20 in the Neff Country Estates.  No action was needed by the Planning Commission.
  • Craig Weidensal went to the Centre County Planning Office to talk to them about the zoning maps so that they can get started on the project that was given to them.
  • Bob Jacobs from the Centre County Planning Office will be at the March 26, 2002 Planning Commission work session.

Chairman Zerby made a correction on the Planning Commission minutes from March 5, 2002, Supervisors Report.  Tom Sharer reported that no Township funds have been invested in the LandStudies project to this date, which is not correct.

 

ZONING OFFICER’S REPORT

  • Twelve building permits were issued in the month of February. 
  • There were no other issues to bring up to the Supervisors.

 

SUBDIVISIONS

  • Eric Lundy from Dana Boob Surveying & Engineering was not present.
  • Fred Henry presented to the Supervisors, for signature, a DEP Component I Planning Module for the Shunk subdivision.  On a motion by Rich, seconded by Paul we sign the planning module.  Vote carried unanimously.
  • Craig Weidensaul presented to the Supervisors, for signature, a planning module for a one lot subdivision off of Geary Tract.  On a motion by Monty, seconded by Paul, we sign the planning module.  Vote carried unanimously.

 

OLD BUSINESS

Brody’s Six Pack Shop

A public hearing is scheduled for April 11, 2002 at 7:00 PM at the Centre Hall Lions Club to decide whether or not to allow a liquor license to be transferred into Potter Township.

 

SOLICITOR’S REPORT

  • Hanover has reached a settlement on their tax assessment.
  • Bruce Homan flood insurance – On a motion by Paul, seconded by Rich we sign the public disclosure.  Vote carried unanimously.
  • LCB draft ordinance to review – On a motion by Bob C., seconded by Monty.  Vote carried unanimously.
  • Bob R. is waiting for requested changes from Dana Boob Surveying & Engineering for the Emery subdivision.

 

SECRETARY’S REPORT

  • Three new road names were submitted to the County for approval for a driveway off of Goodhart Road.  Two of them were rejected because they are too close to other road names in the Township.  South View Lane was acceptable to the County.  On a motion by Bob C., seconded by Rich, we approve South View Lane.  Motion carried.
  • Presented to the Supervisors, for signature, a Memorandum of Understanding for JJ Powell for Snappy’s.
  • Presented to the Chairman, for signature, a form to complete the audit for the turnback roads in 1984-1986. 
  • Presented to the Supervisors, for signature, a Municipal Response Request for the subdivision of land of T. Craig and Martha R. Weidensaul (Geary Tract).
  • The Ag Review Board will meet on March 18, 2002 at 7:30 PM in Township Building #2.  Norm Lathbury will be in attendance.
  • April 27, 2002 is “Keep PA Beautiful” day.

 

CORRESPONDENCE

  • Budd asked the Supervisors who from Township will be on Spring Creek Watershed Commission.  There is no volunteer at this time.
  • Presented a letter from the Spring Creek Watershed Committee updating us on the status of the Spring Creek Stormwater Management Plan.  
  • Presented a letter from State Representative Mike Hanna to the Centre County Association of Township Officials about Centre County Resolution 01-19.
  • Presented a letter from the Heritage I Advisory Board of the Chamber of Business & Industry of Centre County.
  • Presented a letter from Daniel Brannen, the newly elected Supervisor in Haines Township, about the Quality of Life and Local Control Caucus of Township Supervisors.
  • Presented a list of highway improvement projects for Centre County from PennDOT.

 

ROAD SUPERINTENDENT REPORT

            Flag pole and light are up.

           

NEW BUSINESS

No new business.

 

OPEN DISCUSSION

  • Amy Grove asked how much money was available for the Country Club Park project and if there was any grant money available.
  • Amy Grove also asked who was paying for the road work that was done at Country Club Park last week.
  • Craig Weidensaul asked the Supervisors how we can better inform people of public meetings.
  • Lewis Garbrick asked if the Township has any ordinance on protection of air space.

 

ADJOURN

      Chairman Zerby adjourned the meeting at 9:05 P.M. after an executive session for Personnel.
