BOARD OF SUPERVISORS

Minutes of March 4, 2002

 

The regular meeting of the Potter Township Board of Supervisors was held Monday, March 4, 2002 in Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman, Richard Poorman and Tom Sharer present.  Also attending were Temporary Secretary, Budd Brooks, and Temporary Office/Clerical Staff Carol DeArmitt.

 

Chairman Zerby called the meeting was called to order 7:03 p.m.

 

On a motion by Bob C. and seconded Monty, we accept the minutes and financial report of the February 11, 2002 meeting as presented.  Vote carried unanimously.

 

CITIZENS CONCERNS

There were no concerns.

 

BILL TOBIN, CATA/PARK & RIDE

Bill was present to update the Supervisors on the Park & Ride lot.  The American Legion no longer wants to offer the site adjacent to Snappy’s.  Instead they want to consider a lot across the street from the American Legion building.  Because of drainage issues, Bill will contact PennDOT to do an analysis of the area and report back to the Supervisors next month. 

 

BRIAN AUMAN, LANDSTUDIES

Presented the Supervisors with an update on the Smart Growth Planning Study and asked for approval to proceed with Phase III of the project.  On a motion by Tom, seconded by Monty, we proceed with Phase III.  Vote 2-3 Bob C., Rich and Paul opposed.   

 

JEFF KENIA, POWERS & SCHRAMM

Presented to the Supervisors, for signature, a new memorandum of understanding for the Snappy’s Land Development Plan.  On a motion by Bob C., seconded by Rich, we sign the new memorandum of understanding after receiving Bob Rayman’s approval.  

 

OLD BUSINESS

Brody’s Six Pack Shop

A public hearing will be scheduled after the Supervisors see the proposal for the six pack shop. 

Secretary’s Report

  • Presented a fax from Norm Spackman at 911 Addressing asking the Supervisors to send a letter to the property owner encouraging him to install street signs in Empire Court. 
  • Centre County wants to know who from the township is on the Spring Creek Watershed committee.
  • Presented a letter from the Penns & Brush Valley Senior Center asking for a $150 donation.  They will receive $100 that was already budgeted.
  • Presented letter from the Penns Valley Area Historical Museum asking for a donation.  Their request is too late for this year’s budget.   

 

CORRESPONDENCE

  • Presented a recycling report from the Centre County Solid Waste Authority.
  • Presented a letter from Norman Lathbury of the Centre County Agricultural Preservation Board asking to verify the amount of money the Township allocated for Ag Land Preservation.

 

ROAD SUPERINTENDENT REPORT

  • There was a pre-bid conference for the Country Club Park water system on March 4, 2002.  There will be six bidders for this project and they were here to ask questions about the plans and look at the site.  The bids will be opened at the March 11, 2002 Supervisors meeting.
  • The Supervisors were asked if the Township should advertise for mowing bids or to just to contract it to someone.  On a motion by Paul, seconded by Bob C., we will contract the mowing job to Shunk’s Outdoor Services at the same contract price as last year.
  • A traffic study was completed on the safety concern on the turn on Taylor Hill Road at Lingle Road intersection.  It was agreed to try to get permission from the property owner and slope the bank on the turn for better sight distance before installing signs both east and west bound at turn on Taylor Hill Road.
  • Budd asked for clarification on logging road bonds.  Is it correct that it stands for one load or twenty?  The answer was yes.

           

NEW BUSINESS

No new business.

 

OPEN DISCUSSION

  • Monty asked members of the Planning Commission that were in attendance to look at our water quality map and think about what regulations can be put in place to conserve water and to take a look at the three larger aquifers.    
  • Repairs to the sewer plant at Country Club Park have not been made yet.  A letter will be sent to Mark Rupert requesting the repairs be done by the end of the month.

 

ADJOURN

            The meeting was recessed into an executive session, then adjourned at 9:15 PM.
