The regular meeting of the Potter Township Board of Supervisors was held Monday, February 4, 2002 in Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman and Richard Poorman present.  Also attending were Temporary Secretary, Budd Brooks, Temporary Office/Clerical Staff, Carol DeArmitt and Solicitor, Robert Rayman.  Not present, Tom Sharer.

•The meeting was called to order 6:57 p.m.

•.On a motion by Bob C. and seconded Monty, we accept the minutes of the January 14, 2002 meeting as presented.  Vote carried unanimously.

CITIZENS CONCERNS – There were no concerns.

JEFF KENIA - POWERS & SCHRAMM – Presented postcard exemption for signature for the sewage module for Snappy’s expansion.  On a motion by Bob C. and seconded by Monty, the exemption was approved.  Vote carried unanimously.

BILL TOBIN – CATA/OLD FORT PARK & RIDE – Presented the Supervisors with a preliminary draft agreement for review.  Three possible locations were discussed and the three key stakeholders that will be involved.  The major concern the Supervisors had with the agreement was the liability.  Bill will return at a later date with updated information.

•ALLAN DARR – PLANNING COMMISSION PRIORITIES – Presented the Supervisors with the Planning Commissions 2002 agenda.

•OLD BUSINESS – Secretary’s Report – Presented Resolution #4-2002 – Speed limit signs for Weaver Road – 35 MPH, Strawberry Hill Road – 25 MPH and Race Track Road – 25 MPH.  On a motion by Paul and seconded by Bob C. we accept Resolution #4-2002.  Vote carried unanimously.

            Presented letter from Eric Lundy at Dana Boob Engineering asking for approval for road name of “Asher Lane” in East Egg Hill Estates.  On a motion by Bob C. and seconded by Paul, road name was approved.  Vote carried unanimously.

            Presented a document for Fireman’s Relief Fund to be signed by Chairman.

•CORRESPONDENCE – Presented letters from Gregg Township and Haines Township with their support of county wide MPO.

            Presented letter from Centre County Election Board with dates to use our facilities for a polling place on May 21, 2002 and November 5, 2002.

            Presented letter from Centre County Board of Commissioners stating that the county will not be able to allocate funds to Potter Township in 2002. 

            Presented letter from Spring-Benner-Walker Joint Authority regarding the proposed sewer extension to the top of Centre Hall Mountain and a portion of Greens Valley Road.   PennVest is considering funding this project.

            Presented 2001 Annual Report on Land Use from Department of Community and Economic Development.

ROAD SUPERINTENDENT REPORT – Budd asked to re-bid Country Club Park water system for March 11, 2002 meeting.  Bob C. made a motion to proceed and Paul seconded.  Vote carried unanimously.

Budd asked for Supervisors comments on two PennDOT Highway Occupancy Permits; Arney/Dixon driveway on Rt. 144 in the Meyers Subdivision and Andrew Freeman driveway on Earlystown Road on the former Wilson property.  The Supervisors only comment was that the Freeman driveway needs to be located as shown on drawings.

            The maintenance crew has completed a chainsaw safety course.

            Tree removal has begun on Strawberry Hill Road.

            Draft newsletter was presented to the Supervisors.  Budd will get three prices on the printing of the newsletter.

NEW BUSINESS – Monty and Tom met with Kerry Benninghoff and a representative from Jake Corman’s office regarding emergency vehicle access on Sand Mountain Road into Poe Valley.  This will be an emergency route from December 1 through April 1.  This is a state forestry road that is not maintained during the winter months and it crosses Potter, Haines and Penn Townships.  Potter Township was asked to spread anti-skid if emergency vehicles need to access the Poe Valley area.  Because of liability issues, Township vehicles can only spread anti-skid as far as the Township line.  We will wait for letters from the Bureau of Forestry, Department of Natural Resources and Kerry Benninghoff and Jake Corman’s offices for more information.

OPEN DISCUSSION – Mark Rupert gave his maintenance report on the Country Club Park Sewer Plant.

Ann Glaser asked when survey results would be available for the Potter Township/Centre Hall Borough Smart Growth Planning Study.  She also asked if an alternate from the Township was appointed for the SCCCTS.  No one has been appointed yet and she volunteered.  In addition, she asked about the county wide MPO.

Mike Clitherow presented an article to be put in the CDT about the Township website.  The Supervisors decided to put the article in the newsletter and not the CDT.  The newsletter and survey results will also be on the website.

 

Chairman Zerby adjourned the meeting to go into an executive session at 8:10 p.m.
