The second monthly meeting of the Potter Township Board of Supervisors was held Monday, November 12, 2001 at Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman and Tom Sharer present.  Allan Darr was absent.  Also attending were Budd Brooks, Road Superintendent, Jeff McClellan, Zoning Officer, and Robert Rayman, Solicitor.

•The meeting was called to order at 6:57 p.m.

•On a motion by Bob Corman, seconded by Monty, we accept the minutes with one change.  Under Secretary’s Report, where it says, “I have” and different reports stated, change that to, “The following reports were presented”.  Vote carried unanimously.  Bob Corman commented on how nice the minutes are.

 

•CITIZENS CONCERNS John Yost was present to discuss his situation with the ½ mobile home on his property.  He received a removal order from Judge Brown.  He does have a minor subdivision plan in the process.  John has had some problems with the subdivision.  Bob Rayman stated that it is a good idea to do what the court order states.  If John does not comply, Judge Brown will not be happy.  John must have the ½ mobile home moved out by Friday or he will be in contempt of court.

      Mike Clitherow handed out an update on the Website and an E-mail that he received through the Website.  Mike wanted to inform the Supervisors that the free internet service providers are no longer free.  The cost is $10/month for internet access.  Mike would also like to install a “Business Directory” on the website to promote/advertise business listings.  The Supervisors feel this should be limited to Businesses in the Township.  On a motion by Monty, seconded by Paul, we should set up E-mail for the Secretary.  Vote carried unanimously. 

     The E-mail query from the website was received from Bruce Homan.  He asked if Potter Township has any plans to install a blinking light at the intersection or signs with blinking lights on 322 warning drivers that they are approaching a dangerous intersection.  The Supervisors have been talking to Penn Dot regarding this.  Tom will direct Bruce to Penn Dot to get the answer to his E-mail.

 

•PLANNING COMMISSION REPORT – Tom stated that the planning commission did not have a quorum.  They will hold a meeting on November 27, 2001 instead of a work session.  The Secretary will advertise this change.  Bob Rayman asked that the Planning Commission to look at the Yost plan and have comments for the Supervisors first meeting in December.

 

•ZONING OFFICERS REPORT – Jeff issued 15 permits.  There have been some problems with Pellegrini with inspections.  People do not know when inspections are to take place.   Jeff has asked them for an inspection schedule to give to the building contractor when they get their building permit but has not received one from Pellegrini.  Jeff has done the inspections at Penns Manor for Pellegrini Engineers and it should be Pellegrini to do the inspections.    

        

SUBDIVISIONS Fred Henry presented a DEP Planning Module for John Kelly 2 lot subdivision.  On a motion by Paul, we sign the Planning Module.  The motion was seconded by Tom. Vote carried unanimously.

     John Miller from Dana Boobs office presented a DEP Planning Exemption form for the Emery Development.  On a motion by Paul, we sign the Exemption form.  The motion was seconded by Tom,.  Vote carried unanimously.

 

•OLD BUSINESS Solicitors Report – Bob Rayman mentioned the Resolutions we adopt for roads to be taken over.  Bob Rayman suggests that we sign 2 copies of the Resolutions. We will sign one for Recorder of Deeds office and the other for the Prothonotary Office. 

     Bob Rayman drafted a disclaimer for on the minutes to be posted on the website.  This disclaimer is satisfactory.

  

  Bob Rayman asked Jeff about the plan for the residents with 2 driveways on Gregg Station Road.  Jeff has the plan so Bob Rayman and Jeff can sit down and look at it.  There is no road showing on the plan for the one driveway.

     If Mr. Yost does not remove the ½ mobile home by Friday, he is in contempt of court.  On a motion by Paul, seconded by Bob Corman, if Mr. Yost does not remove the ½ mobile home by Friday, we will contact Black’s Home Sales and give the order to have it removed.  Vote carried unanimously. 

     Bob Rayman and our EIT Collector wrote a letter to the Meadows stating that they should only file the individuals working in Potter Township to the Tax Collector.  This quarter the Tax Collector received their report with 4 individuals that live in the Township. 

 

     Secretaries Report – Chuck Herr met with Ms. McChesney and the SPCA regarding the problem Ms. McChesney reported.  Chuck stated that this is not a sewer problem.  It is an ongoing water problem.  The SPCA agreed to put in a ditch and some curbing to direct the water elsewhere.

     ELA Group Inc. will be coming in to give a presentation to the Supervisors on December 3, 2001.

     Jim Bowmaster from the Grange Fair is going to talk to the Grange Fair Board regarding the formula for the Amusement Tax.  Bob Rayman will check on our rights for the Amusement Tax.

     The Secretary wrote a letter to Mark Rupert regarding the procedures when there is a water leak.  Paul signed the letter.

     The Secretary received a letter from Roy Royer regarding the Supervisors having a flag pole installed at the Township Building.  On a motion by Bob Corman, seconded by Monty, we will install a flag pole and write an appreciation letter to Roy for the concern of the Township.  Vote carried unanimously.

     I have a Municipal Response for Evans/Lingle Subdivision.  This plan has not been formally presented to the Supervisors or the Planning Commission.  We will write to Anson and request a time extension and inform him that the Supervisors have some concerns and would like to talk with their engineer.

     The Secretary read the proposed preliminary 2002 budget.  On a motion by Monty, seconded by Bob Corman, we accept the proposed preliminary 2002 budget and will advertise for inspection by residents.  Vote carried unanimously.

 

•NEW BUSINESS – Vouchers – Bills to be paid.

 

•ROAD SUPERINTENDENT – Budd stated that Penns Manor planted trees on the Right of Way.  The Supervisors want Budd to talk to them and inform them that the trees need to be moved.

 

•OPEN DISCUSSION Tom Kuhlman stated that he did not receive a survey.  The Secretary gave him a survey.  Mike Clitherow asked if something could be put in the newspaper stating that if a resident did not receive a survey they can contact the Township office.  The Secretary will get a hold of Brian from Landstudies and have him advertise this in the paper.  There is a meeting on Thursday, November 15, 2001 at 7:00 p.m. at the Grange Hall. 

 

Paul adjourned the meeting at 8:24 p.m. to go into executive session to discuss wages for employees and Country Club Park.
