The first monthly meeting of the Potter Township Board of Supervisors was held Monday, November 5, 2001 at Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman, Tom Sharer and Allan Darr present. Also attending were Budd Brooks, Road Superintendent, and Robert Rayman, Solicitor.

•The meeting was called to order at 6:57 p.m.

•On a motion by Bob Corman, seconded by Allan, we accept the minutes from the October 8, 2001. Vote carried unanimously. Bob Corman wanted to review changing some words to make it a little clearer. Under Secretary’s Report “federal rate for one year starting the fiscal year 2002” and under Road Superintendent instead of bump put water breaker. Bob Corman and Allan wanted to compliment the Secretary on how nice the minutes look.

•CITIZENS CONCERNS – Bill Fleckenstein wanted to thank the Supervisors for sponsoring the meetings regarding the SCCCTS study and to thank them for the survey that was received with the Boy Scouts food collection program. Bill also wanted to mention the next meeting for the SCCCTS will be on November 13, 2001 at the Central Pennsylvania Institute of Science & Technology. There was some discussion on the survey. Mike Clitherow stated that he did not receive a survey and others at the meeting did not receive one either. The Secretary will copy the survey and have them at the voting places tomorrow.

Brandi and Seth Marks was present to ask what they need to do to get a waiver for a cul-de-sac on Mrs. Kuhns property, where they are looking at buying a lot after it is subdivided. Mrs. Kuhns property is located off SR144. Tom stated that he spoke with Jeff and they should come to the Planning Commission meeting and the Planning Commission would make a recommendation to the Supervisors.

•CENTRE COUNTY PLANNING OFFICE – Representatives from the Centre County Planning Office was present to discuss with the Supervisors what they will be doing to update the Comprehensive Plan. They will be resurveying certain property. They will be looking at Land use, growth, infrastructure and sewer service areas. They will be going around and surveying properties from their vehicles in case someone calls to complain.

Craig Weidensaul stated that the Planning Commission worked hard on the proposed changes in the Ag District. He would like to see the Supervisors schedule a Public Hearing to get input from the Community. There was some discussion. On a motion by Bob Corman, seconded by Paul, we should table this until we get the survey back. Vote 2-3. Allan, Tom and Monty opposed. We will hold a Public Hearing. Bob Rayman stated that we need to decide on what version we will hold a Public Hearing on. The version that was faxed to us on August 7, 2001 from Bob Rayman is the version the Planning Commission is referring to. Bob Rayman suggests that the Secretary fax a copy to the County Planning Office for comments. Let the County know that we need this as soon as possible.

•SUBDIVISIONS – Linn Auman presented a Memorandum of Understanding for the #1 Cycle Center. On a motion by Monty, seconded by Paul, we accept the Memorandum of Understanding for the Land Development plan for the #1 Cycle Center. Vote carried unanimously.

Linn also wanted the Supervisors to approve the road names. The Supervisors cannot name roads until they have an HOP for the driveway. When Linn gets the HOP, he can come back in for the Supervisors to approve the names.

•OLD BUSINESS – Secretary’s Report – On a motion by Bob, seconded by Monty, Chuck should check out the SEO complaint by Ms. McChesney regarding the SPCA. Vote carried unanimously.

On a motion by Bob, seconded by Monty, Chuck should have alternate sites for all the sand mounds at the Meadows. He should have alternate sites for the existing sites and the expansion sites. Vote carried unanimously.

On a motion by Allan, seconded by Tom, we will put $20,000 on the principal of the Fire Truck from the Fire Protection Tax account before December, 2001.

There is a Municipal Tax Collectors course in State College on January 18 and 19, 2002. On a motion by Paul, seconded by Allan, Mary Briggs should go to this course. Vote carried unanimously.

As of the end of 2002, we have $95,149 in Liquid Fuels for equipment allocation.

We can put Liquid Fuels in a PLGIT Account.

We received 2.5% of the Amusement tax for third quarter and it should be 5% since they put another gate in the Township. The Secretary will contact Mr. Bowmaster in Bellefonte.

Bob Corman requested the expenditures of the PV Senior Center. I have those monthly figures.

On a motion by Bob Corman, seconded by Tom, we approve the name of Dove Lane for Kendra Longs road off Wagner Road. Vote carried unanimously.

The following reports were presented, budget worksheet for your review, a letter from DCED informing us that we may file our annual forms electronically, the Governor’s Center for Local Government Services 2000-2001 Annual Report and the Centre Hall–Potter Sewer Authority Financial Reports and their minutes.

•ROAD SUPERINTENDENT – Budd stated that the Kuhlman Benton Subdivision along SR45 is almost finished and our Engineer has not been called to visit the site.

There is a problem with the traffic light. Tel-Power took our computer to have it fixed. We have one of their computers that cannot be set to blink at night.

Budd received an application for a minimum use driveway for Barry Musser off Old Route 322. Budd does not have a problem with it. The Supervisors stated they do not have a problem with it either.

Budd handed out Truck Specs for the new truck to be put out on bids. The Supervisors do not have a problem with them and they should be advertised for bids.

Bridge beams are in and Budd is waiting for the Deck pans.

There was a water leak at Country Club Park. The operators didn’t close the shut off valve the whole way and that is where the leak was at. It was leaking for over 2 weeks. The Supervisors want a letter sent to Mark and Roy Rupert stating that when there is a water leak or any problem at Country Club Park, they should contact Budd immediately.

•NEW BUSINESS – There was no new business.

•THE CLEARWATER CONSERVANCY – Jennifer Shuey presented the Spring Creek Study: Phase II a rivers conservation plan. The study is a 10-year plan in process. Jennifer explained what the study is about. Bob Corman wanted to know where the boundaries of the Spring Creek Watershed actually are. Jennifer will check into this. Jennifer would like to ask the Supervisors to consider adopting a resolution in support of the plan to help them get funding from grants. It does not obligate the Township into any projects or any specific funding.

•OPEN DISCUSSION – Monty wanted to let the Supervisors know that Eli Beiler is having some problems with his DEP permit getting approved. He has to go through some extra paperwork.

Bob Corman received an E-mail from Bill Tobin from the Park and Ride program. He would like to be on our agenda for December 3, 2001. Bill wrote a letter to George Khoury from Penn Dot and he has a meeting with the Legion to look at some land options.

Allan Darr would like the Supervisors to look into alternate engineers. We have a packet from ELA Group. The Secretary will check into getting them in on December 3, 2001 and check with HRG to have them in on December 10, 2001.

Budd stated that we received a bill from Pellegrini for the corrections they made on the Country Club Park project. This bill is more than the bill for the original work done. Ken from Pellegrini will be sending us a breakdown of the amount. Budd should have those tomorrow.
