The second monthly meeting of the Potter Township Board of Supervisors was held Monday, October 8, 2001 at Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman, Tom Sharer and Allan Darr present. Also attending were Budd Brooks, Road Superintendent, Robert Rayman, Solicitor and Jeff McClellan, Zoning Officer.

•The meeting was called to order at 6:58 p.m.

•On a motion by Bob Corman, seconded by Monty, we accept the financial report and the minutes with the following corrections. Under solicitor’s report, Mr. Rayback is getting a court order to have it removed. Eliminate the “he” where it states “he will contact Blacks Home Sales”. Under Secretary’s Report – We are checking with PSATS on insurance. Under Open Discussion, fourth paragraph down, “The secretary will contact the Secretary of the Sewer Authority. Vote carried unanimously.

•CITIZENS CONCERNS – There were no concerns.

•PLANNING COMMISSION REPORT – Tom gave the report. They had no action.

•ZONING OFFICERS REPORT – Jeff issued 11 permits. Jeff received a letter from Seth & Brandi Mark & Mrs. Kuhns. They are requesting a waiver for a cul-de-sac on Mrs. Kuhns property that they want to subdivide. There are already two residents on this driveway. The Supervisors will look at this before making a decision.

•SUBDIVISIONS – There were no subdivisions presented.

•OLD BUSINESS – Solicitor’s Report – Last month, Bob Rayman informed the Supervisors that the Meadows are reporting all their employees from everywhere with Potter Township. The Tax Collector sent them a letter but would like the Supervisors support for sending the report back if they send all their employees to Potter Township this quarter. On a motion by Paul, seconded by Bob Corman, Bob Rayman will write a letter supporting the Tax Collector. She should send it all back to the Meadows Psychiatric Center if it is not correct. Vote carried unanimously.

Mr. Yost, Bob Rayman is still waiting for the Court Order to have the ½ trailer removed. Bob Rayman gave Budd a short memo on Country Club Park Contract.

There were a couple of errors that need to be corrected. Budd will get the corrections to

Pellegrini. Budd spoke with John Smith at Pellegrini and they have the contract at print. Mark Ralston was also working on his corrections. They both should have corrections done and mailed in by the end of this week.

Secretary’s Report – Mileage – Pellegrini is charging 32.5 cents per mile and Spring Township is 34.5 cents per mile. On a motion by Allan, seconded by Bob Corman, mileage will be at the federal rate for one year starting the fiscal year 2002. Vote carried unanimously.

Centre Hall-Potter Sewer Authority will be dropping off the minutes of their meetings at the office.

The Secretary handed out a printout of the 2002 working budget for review and comments.

We will have a budget meeting on Monday, October 15, 2001 at 7:00 p.m.

September 10, 2001 approved minutes can go onto the website after Bob Rayman writes a disclaimer statement for the bottom of the minutes specifically for the website.

•TOM KUHLMAN – Tom gave an update on the Centre Hall-Potter Sewer Authority. Tom handed out a Profit and Loss statement to show where the Authority is financially. There was some discussion on the Profit and Loss statement. Tom also worked up a projection for the next ten years. There was discussion on this also. The Authority raised tap on fees from $1,500 to $3,500. At the last meeting, they tentatively raised the user fee from $49.25 per month to $53.00 per month.

•NEW BUSINESS – Vouchers – Bills to be paid.

On a motion by Paul, seconded by Monty, Trick or Treat will be October 31, 2001 from 6:00 – 8:00 p.m. Vote carried unanimously.

Jeff stated that we have reappointments coming up in January. Jeff requested that the Supervisors consider changing the Solicitor for the Zoning Hearing Board. Jeff will check with Leslie Zuck to see if she would be interested in the position again. Leslie still has her license but it is inactive.

Tom Sharer stated that the Planning Commission wrote a letter regarding the Ag Ordinance. They would like the Supervisors to schedule a hearing.. Their changes are stated in the letter. Allan stated that the Planning Commission would be happy to meet with the Supervisors to discuss these changes.

Roselyn Haas was present to discuss her neighbor installing a railroad track on his driveway. It meets zoning requirements. There is nothing to be done unless he installs flashing lights. Roselyn would like to see an Ordinance put in place. The Supervisors do not see a need for an ordinance.

•ROAD SUPERINTENDENT – Budd wrote a letter to Mark Shelow regarding a water breaker in his driveway that was taken out and it should be put back in. Mr. Shelow wrote a letter back to the Supervisors requesting an extension until November 16, 2001 to correct the problem. The Supervisors will give him until the end of October to correct the problem with Budd’s approval.

There is a driveway along Gregg Station Road that was a field entrance that is at the crest of a hill. The resident is using this regularly and it is not permitted. They do have a driveway that is permitted. On a motion by Bob Corman, seconded by Monty, we will send them a notice stating they need to eliminate the driveway that does not have a permit. Vote carried unanimously.

On a motion by Monty, seconded by Tom, we sign an easement agreement for Harry Burd. Vote carried unanimously.

•OPEN DISCUSSION – Brian Auman was present to discuss the survey. He will compile the information from the surveys and present a survey to the Supervisors for review. Brian wanted input from the Supervisors on dates for meetings for public input. The Supervisors feel that Centre Hall Borough should be represented at the meeting. Brian is looking at November 15, 2001. He will check with Centre Hall Borough to see if they could have a representative at the meeting.

Allan stated that the Penns Valley Conservation Association is having a meeting on October 24, 2001 at 7:00 p.m. at the Penns Valley High School to present the results of their survey. There will also be a Public Hearing on October 30, 2001 at 7:00 p.m. at the Spring Township Municipal Building for the Stormwater Management Plan for the Spring Creek Watershed.

On a motion by Bob Corman, seconded by Monty, we adjourn – 8:45 p.m.
