The first monthly meeting of the Potter Township Board of Supervisors was held Monday, October 1, 2001 at Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman, Tom Sharer and Allan Darr present. Also attending was Budd Brooks, Road Superintendent and Robert Rayman, Township Solicitor.
The meeting was called to order at 6:58 p.m.
On a motion by Bob Corman, seconded by Allan, we accept the minutes from the September 10, 2001 meeting with the following corrections. The last line in the Zoning Officers report regarding the letter to Mr. McClenahan should add to the end of the sentence, to Budds satisfaction. Under Subdivisions, the last line should state, This comment will also be added to the Municipal Response Request. Under Solicitors report, third line down Gentlemans, should be Mr. Yost. Under Road Superintendents report, Country Club Park permit is held up by DEPs Geologist. Vote carried unanimously.
CITIZENS CONCERNS There were no concerns.
SUBDIVISIONS Dana Boob presented a Planning Exemption request for Eli Beiler. On a motion by Paul, seconded by Bob Corman, we signed the exemption request form. Vote carried unanimously.
OLD BUSINESS Solicitors Report Bob Rayman drafted a memo to Jeff regarding things Jeff needs to know about Conditional Uses.
Bob Rayman walked up to see if Yost has moved the ½ of the trailer. He has not. Bob Rayman talked to Mr. Rayback. Mr. Rayback is getting a court order to have it removed. When Bob Rayman receives the order, he will contact Blacks Home Sales to get it removed.
Bob Rayman faxed a memo with a description on a Township Manager.
Secretarys Report Mr. Romaninis Surety Bond, the bank needed us to send back the letter of credit that was issued to release the surety bond.
Federal Mileage rate is 34.5 cents. The Supervisors asked the Secretary to check with Spring Township to see what their mileage rate is.
The Secretary called our Representative from Kilmer Insurance to see what our insurance for Work Comp, vehicles, equipment, etc. might increase for year 2002. Since our policy renewal isnt until April, it is difficult to figure how much it will increase. Right now most insurance is up 10%. In February, we will call PSATS to see if they have any insurance to offer.
The Secretary spoke with Rick Bair regarding Grant money reimbursement. If we get reimbursed within the same year that we use the money, there is no problem. If it is not within the same year, Rick will have to fill out a special form when he does the audit.
The Secretary called Penn Dot regarding the Willow tree along SR322 near Mt Back Road. They will look into it.
The Employee Benefit Policy, this is basically what we talked about at budget work session. Please review and give input.
We received thank you letters from Centre County Library, Penns Valley Senior Center and Centre Home Care for our donation.
On a motion by Tom, seconded by Allan, we signed the grant reimbursement papers for the Planning Study. Vote carried unanimously.
ROAD SUPERINTENDENT Budd would like to schedule appointments with 2 property owners on Saturday, October 6 during Road Check regarding some problems. These residents do not want trees taken down. The Supervisors will meet with the property owners on Saturday.
Budd would like to apply for money from Centre County Liquid Fuels for 2002 to help with the bridge project on Lower Georges Valley Road.
There are several errors in the bid specs for the Country Club Park well. Pellegrini needs to be more specific. We do not pay for the corrections.

NEW BUSINESS Tom presented the Landstudies survey. Landstudies incorporated the changes that the Supervisors requested. This is a sample survey to be handed out to a few people for comments. The survey should be returned to Potter Township office as soon as possible so the Secretary can send them to Brian Auman at Landstudies.
Tom stated that the Planning Commission will be giving the Board of Supervisors a recommendation for the Ag District.
Tom feels that we should support the Ag Land Preservation. He feels that we should put money in the budget for Ag Land Preservation. There was some discussion regarding Ag Land Preservation.
OPEN DISCUSSION Allan stated that Mike Clitherow submitted information regarding the Website. Allan wanted to know if the approved minutes are being forwarded to Mike. No they are not at this time. On a motion by Allan, seconded by Tom, we will post approved Township meeting minutes and agendas on the website. Vote carried unanimously.
Mike Clitherow asked that the Supervisors to consider a help wanted listing on the website to solicit residents to volunteer. The Township will take control of the website in January. Mike also wanted the Supervisors and Planning Commission members to sign up for email distribution. Mike stated that he received an email from Centre Connect and for an official Township website the cost is $250.
Sandra Rishel asked about the Long Range Planning Committee. Bob Rayman stated that they have not met since April of this year.
Bob Corman asked about a report from our representative Tom Kuhlman, who was appointed this year. We have not heard from him and we have not received any minutes. The Secretary will contact Tom Kuhlman to attend a meeting and give an update. Also, request the Secretary will contact the Secretary of the Sewer Authority to get the minutes.
Bob Corman also asked about the Enhanced 911 program being put on our computer. The Secretary called Norm Spackman and he said he would look into it. The Secretary will contact Norm again and state that the Supervisors want this installed immediately. We do have one situation. Earl Robb is to name the road on his minor subdivision. The Secretary left a message for him but he has not responded. The Secretary will write a letter to Mr. Robb and name the lane Robb Lane and give him time to respond for comments.
On a motion by Monty, seconded by Bob Corman, we adjourn 8:20 p.m.
