The second monthly meeting of the Potter Township Board of Supervisors was held Monday, September 10, 2001 at Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Robert Corman, Tom Sharer and Allan Darr present. Also attending was Budd Brooks, Road Superintendent, Robert Rayman, Township Solicitor, and Jeff McClellan, Zoning Officer.
The meeting was called to order at 6:58 p.m.
On a motion by Monty, seconded by Paul, we accept the financial report and minutes with the following corrections. Subdivisions, third line down, change the concrete building entrance width from 15 feet concrete to 8 feet and the shale does not have to be moved. Under Secretarys Report, instead of discussing the Yost situation at the next meeting, it should state that the Supervisors turn it over to the Solicitor. Vote carried unanimously.
CITIZENS CONCERNS There were no concerns.
PLANNING COMMISSION REPORT Tom Sharer gave the report. They had 2 component Bs. One was for the Robb subdivision and the other was for the Tusseyville Associates/Horner.
ZONING OFFICERS REPORT Jeff issued 11 permits and 11 occupancy permits. Jeff also stated he needs a letter from the Supervisors written to Mr. Romanini at Wynwood House. The bank will not release his surety without the letter from the Township. On a motion by Paul, seconded by Tom, we will write the letter. Vote carried unanimously. The Secretary will call Omega Bank to see what they need in the letter and fax to Bob Rayman for review before sent. Jeffs answering machine is broke. The Supervisors feel that Budd should have an answering machine. On a motion by Bob Corman, seconded by Monty, we will purchase 2 answering machines. Vote carried unanimously. There have been several problems in the Township that Jeff and Budd have looked at and took pictures. Nittany Baptist Church construction is creating a water problem on Mountain Back Road. Jeff is to send pictures to Ken Szala at Pellegrini Engineers to see what he suggests. Mark Shelow had a breaker in driveway. When he paved his driveway, he took the breaker out. On a motion by Paul, seconded by Bob Corman, we will write a letter to Mark Shelow stating that the breaker must be put back in so the water will go back into the culvert to Budds satisfaction. Vote carried unanimously. We took over the roads in Willevey Acres last year, Mr. McClenahan had a contractor try to put a pipe under the road for utilities and they hit rock and created a bump in the newly paved road. On a motion by Paul, seconded by Bob Corman, Paul will sign the letter Budd wrote to Mr. McClenahan stating that he has to fix the road to Budds satisfaction. Vote carried unanimously.
SUBDIVISIONS Linn Auman presented the Earl Robb Minor Subdivision Planning Module. On a motion by Bob Corman, seconded by Allan, we accept Resolution 8-2001 and sign the planning module. Vote carried unanimously. Dana Boob presented the McClenahan Subdivision Planning Module application card for exemption for signature. On a motion by Allan, seconded by Tom, we sign the Planning Module application card for exemption form. Vote carried unanimously. Mark Torretti presented Tusseyville Associates/Ron Horner minor subdivision. On a motion by Paul, seconded by Bob Corman, we would like the comment added to the notes of This area is prone to seasonal flooding and any development in that area will require a land development plan. That area should also be identified on the plan. Vote carried unanimously. This comment will also be added to the Municipal Response Request.
OLD BUSINESS Solicitors Report Bob Rayman asked the Secretary what the status was of the execution of sale for the gentleman with the ½ of a mobile home trailer on his property. The execution of sale is scheduled for September 13, 2001. Bob Rayman spoke to the Mr. Yosts attorney and he stated that Blacks Homes, where the gentleman bought the mobile home, would come and get it. Penns Manor is not recorded yet. There was a change that needed to be made on the Deed for the roads. Township Secretary made the change. Bob Rayman and the Earned Income Tax Collector had another situation with the Meadows. They were reporting all their payroll tax withheld for all their employees at all their facilities with Potter Township. Bob Rayman and the EIT Collector wrote a letter to them stating we will only accept the report and tax for the employees working in Potter Township. Bob Rayman looked at a

Deed of Dedication for the Lindsay subdivision and wanted some changes but did not hear from him. The Secretary received it. Secretarys Report The secretary handed out a sheet showing
where we are in the budget up to August 31, 2001. The secretary called Bill Tobin and the first meeting for the Park & Ride committee will probably be in Mid October. The secretary did not receive a request for donation from the Boy Scouts or Little League. The Boy Scouts helped with Spring Clean up so we will send the Boy Scouts their donation. Bob Rayman looked over the Deed of Dedication for Carriage Lane. On a motion by Tom, seconded by Bob, we accept and sign Resolution 7-2001 accepting Carriage Lane as a township road. Vote carried unanimously. The secretary received 2 more Municipal Response Requests. One is for William & Evelyn McClenahan. The Supervisors had no comments. The second one is for a replot plan of the previously approved Tussey View Farm/Fred Strouse subdivision. On a motion by Bob Corman, seconded by Tom, we grant our concurrence to move forward. Vote carried unanimously. The secretary received the application for Liquid Fuels program. The Road Superintendent will decide this. The secretary received the audit for the Centre Hall Volunteer Firefighters Association and the 2nd quarter financial report for the Centre Hall Fire Company.
ROAD SUPERINTENDENT Budd stated that there is a drainage problem in Tusseyville. Budd will need to make some improvements. Budd has all the permits and will probably start this project the end of this week. Budd has to install an inlet on Rimmey Road at Harry Burds property. Budd would like to set up a chainsaw safety course with Martin Melville. The Supervisors agree. Budd spoke with Greg Wells regarding the Country Club Park well permit. Greg made some calls and it is held up by DEPs Geologist. Greg will get our application moved up to top priority. Pellegrini has the bid specs ready. Budd should get the bid out as soon as we get the permit. Budd also has to extend Ridge Avenue. Should Budd reserve the van for road check? Yes.
NEW BUSINESS Vouchers Bills to be paid.
OPEN DISCUSSION Allan Spring Creek had a commissioning of their monitoring systems for wells to monitor water tables. Amy Grove stated that there is corn planted close to SR192 that limits sight distance coming out of Pond Lane. Budd will talk with Mr. Wolfe to see if he will cut it. Tom stated that PSATS has a new association for Planning Commission. This is something to think about for our budget for 2002. Tom also stated he has the paperwork ready to go to schools for the new logo. Tom asked that the Supervisors give this some thought. Monty stated that the willow tree along SR322 at Mountain Back Road needs to be trimmed. The Secretary will call Penn Dot to get that trimmed.
